Bloggin Memo to Mayor Garcetti: "When will USC join the Rams in Paying for LAPD Security"?

With Los Angeles Rams Owner Stan Kroenke agreeing to, "Pay in Full", for city services associated with the temporary hosting of the Inglewood-based NFL Franchise at the University of Southern California (USC)-managed Memorial Coliseum, we ask Mayor Garcetti when USC will agree to do the same in regards to public costs for its Football Games ............, and whether if the PRIVATE University's hiring of former City of LA Public Officials (along with associates and family members) is the reason for its largess of Crony/Corporate Welfare.

** Blogger's Note: We want to give bloggin kudos to former CD 3 City Councilman Dennis Zine, Citizen Plaintiff James Bibeau, the Police Protective League for their joint endeavor in forcing the City of Los Angeles to successfully, seek full restitution, from a willing/cooperative Los Angeles Rams Owner Stan Kroenke, for the cost of city services, associated with the temporary hosting of LA Rams Football ......, at the University of Southern California (USC)-managed Coliseum.
You are forgiven if your respective political memories are lacking in remembering that Los Angeles largest PRIVATE University, is now the managing-landlord of the historic stadium .........., thanks to a litigious, Brown Act-violating Deal with the Coliseum Commission (that included the Commission Member wife of City Council President Herb Wesson), which granted USC Millions of Dollars in Stadium Revenue, in return for the University assuming the upkeep and management responsibilities. 
That stated, we were somewhat conflicted when former Councilman Zine and co-plaintiff initiated their worthy lawsuit targeting the Rams .........., and not the Coliseum Landlord, who in an ideal world, should be the party responsible for incorporating the cost of event security (via consultation with Public Officials) into its respective rental agreements. 
Thus, in lieu of the agreement brokered between the City of Los Angeles and the Rams, we must ask whether the original intent of the now "Citizen Zine Lawsuit", is still outstanding considering that City Hall has yet to force the Billion Dollars-plus Endowed, PRIVATE University to reimburse the General Fund for its continuing FREE GIFT of Taxpayers Largess.
Its of interest to note that the deal between the Rams and City Hall, was delayed because of "concerns", via USC Administrators, that they may be held to the same standard as reported in the LA Times.
Garcetti said Tuesday that the original arrangement for security at Rams games — with the team paying for security officers inside the stadium while the city paid for officers outside — mirrored that for the USC Trojans. He said one reason the new deal with the Rams had taken weeks to work out was that the college was worried that it too might be required to pay for a police presence at football games. “We can work on that long-term,” Garcetti said. 

With no apologies with the Second Term-seeking Mayor, we have to question why an agreement that USC pay its full cost of needed, finite Police and other department's resources, for their under-achieving Football Program, is a long term priority ........, and whether USC's proclivities in hiring former City of LA Public Officials, or family members of current Officeholders is the "real reason" for continuing the arraignment ..........., considering:
First, as reported here at Mayor Sam, the younger brother of City Council President Herman Wesson, was hired by the University to serve as the mega-USC Village Project Ombudsman, despite accusations that he was "under-qualified" for the six-figures salary position.  
Second, former LAPD Deputy Chief Earl Paysinger (and allegedly, his "favorite Secretary") was recently hired by the University to lead its Civic Engagement's "Good Neighbor Program".  
When the hiring of Steve Wesson and Earl Paysinger, are added to numerous other Public Officials who have ended up enjoying a paid, after-life as an USC Employee (including an Ahhh Ex Failure Mayor), then its no surprise why the PRIVATE institution is the recipient of  Corporate Welfare ........., via the City Of Los Angeles General Fund.

 In our latest cyber installment of "The Brian Hews/Los Chacon News Journalistic Malpractice Disclaimers", we keyboard our commentary regarding the most recent factually-challenged Agenda Journalism Missives via the Chief Propagandist/Publisher, which includes a Hit Piece on a new LA Times Reporter.  **Plus, we disclose a bloggin tease regarding a past "business/loan arraignment" with a failed Chacon Family Candidate for Montebello City Council.

** Blogger's Note: As we keyboard our latest installment of "The Brian Hews/Los Chacon News Journalistic Malpractice Disclaimers, we must immediately note that these are frustrating times for the Chief Propagandist/Publisher for the infamous Southeast LA County Chacon Political Family.
The last couple of weeks have given witness to the continuing adverse evolution of an once, award-winning Newspaper .........., into a mere Propaganda Litter Box Liner, with multiple, disinformation-laden "Exclusives", being met with Crickets of Journalistic Indifference. This was best exampled via the Propagandist's self-promoted Ashley Madison Disclosures, which fail to garner further media attention after a Hews appearance on KFI 640 AM.
Thus, it was not surprising to witness Hews reverting back to his tired charade of attacking the LA Times and its newly-hired Reporter Adam Elmahrek, who had recently authored an even-handed story regarding Corruption in the City of Commerce .........., that included coverage on alleged, unethical behavior by the Chacon Political Family, in regards to a successful effort to gain city approval for a Walmart Store.
In his keyboard diarrhea case of the misinforming runs, laden with factually-challenged accusations, Hews accused Elmahrek of running up thousands of dollars in costs, related to supposed, frivolous Public Records Act requests in multiple Southeast LA County Cities, including Commerce, which results in objective discerning readers asking themselves ..........,  why the waste of ink and newsprint in attacking the Times newly-hired Scribe? That stated, we can disclose that Elmahrek is NOT the only Scribe, allegedly seeking Public Documentation as we EXCLUSIVELY tease below ............, and what did we discover? Maybe a "Campaign Business Arrangement", meriting further investigating-----Scott Johnson, Editor/Chief Writer at Mayor Sam.

**  Disclaimer: The following is sure to ingratiate this blogger further with a certain City of LA Department General Manager that is increasingly acting subjectively in enforcing policies that in turn, benefit the latest crony favorites of the local Clowncilperson, to the detriment of respective neighborhoods city-wide.
Witness the latest incarnation of the LA-32 Neighborhood Council, where the approval of CD-14 City Clowncilman Jose Huizar (via screening by his loyal El Sereno Field Office Staffer Julio Torres), is a requirement for any Stakeholder seeking to serve on the supposed, communal-representing entity ........., and those who don't, face branding (or blacklisting) as "challenging" ........, or worse. 
In a Mayor Sam Exclusive, we disclosed the recent verbal and physical action by a LA-32 NC Board Member, targeting a retired, Female Law Enforcement Officer during the July General Board Meeting .........,and what is the response to a "Request for Comment" from the former Failure Mayor Antonio (now Villargovea)-appointed GM, responsible for insuring the safety of ALL partaking in NC-related activities?  NOTHING, NADA, NO COMMENT!! 
This lack of granting the courtesy of a response, is sadly becoming a tired tactic of GM Liu in seeking to brand Stakeholders/Constituents seeking to question ethically-challenged decisions via respective NCs  ........,, as challenging trouble makers. 
Yet, more troubling is the adverse ramifications the subjective implementation of policies via GM Liu (and staff), are having upon neighborhoods, along with the punitive branding of those who merely seek to objective question the actions that are increasingly disenfranchising Stakeholders ..........., and in the days ahead, we will keyboard specific examples of such.

A bill that would place charter schools under the same transparency rules as their public counterparts faces a likely veto. AB 709 by Assembly Member Mike Gipson (D-Gardena) would put charter schools (except those on tribal reservations) under either the Brown Act or the Bagley-Keene Open Meeting Act—depending on whether their sponsors were local or state entities—as well as the California Public Records Act and state laws barring conflicts of interests in government and requiring the filing of public statements of economic interests by the board members and key employees. The need for such sunshine regulation, at least in some states, is suggested by an August 21 report on John Oliver’s “Last Week Tonight” program. The bill got a final vote of approval Wednesday (August 24) and is now headed for the Governor’s desk. It may well die there as did a similar measure last year, because Governor Brown, as mayor of Oakland, founded two charter schools there and, according to columnist Dan Walters, has “placed $20 million in ‘startup funds’ for new charters in his 2016-17 budget.”

A Mid-Day Brief on a "Proclamation for Smear Scheme (allegedly)" via the "Brian Hews/Los Chacon News"

In lieu of the recent "Brian Hews/Los Chacon News Exclusive" that targets longtime Democratic Staffer/Operative Trent Hager's alleged links to the infamous Ashley Madison Website, we ponder whether the Chief Propagandist of the ethically-challenged Chacon Political Family, was engaging in a "Payback Smear" on behalf of Assemblyman Mike Gatto, Gambling Interests .............., and a certain Central Basin Water District Director?

** Blogger's Note:  AFTERNOON UDATE: Sources tell Mayor Sam that Gambling Interests are gloating over the Hager Hit Piece in the "Brian Hews/Los Chacon News" and are hinting that this was done in response to Assemblyman Adam Grey's AB 2863 Legislation regarding Online Poker----S.J. 
Regular, longtime readers of this blog will surely be familiar with our past musings regarding the political evolution of a formerly, "Stay at Mom's Infant Assemblyman", now soon to be Termed-out Sacramento Legislator Mike Gatto ........., and his cyber-bloggin Gatto Truther Loyalists.  
Yet admittedly , we were remiss in reporting an Official Act/Proclamation in 2013, honoring a former Award-winning, Weekly of Record, authored by the former Silver Lake (or Canyon Drive) residing 43rd Assembly District Officeholder as we excerpt below. 

“HMG-CN’s investigative work revealed a previously unprecedented level of corruption leading to the arrest at least one official now facing 60 felony counts, while reminding other public officials that they are not above the law, and their detailed work and dedication to uphold the law demonstrated the power of investigative journalism and restored faith in disenfranchised members of the public by holding public officials accountable and ensuring an informed populace,” the resolution stated. The Resolution also proclaims: “HMG-CN provided the much-needed voice for the American people and reminded us all that we are responsible for ensuring that our rights are not misrepresented, misconstrued, or taken advantage of.”

Surely, longtime Democratic Operative/Sacramento Staffer Trent Hager would agree with the latter. (and BOLDed part) of the statement, excerpted above, as he faces the repercussions of being the subject matter of another "Exclusive", originating from the keyboard of a supposed, award-winning journalist, as noted below.

A Hews Media Group-Community News exclusive investigation has found that Trent Hager, Chief of Staff to Senator Cathleen Galgiani (D-Stockton CA) and now Adam Gray (D-Merced), paid to contact escorts on the Ashley Madison adultery website and did most of the illicit work while on state time. Hager earns a hefty $141,408 per year according to the Senate.ca.gov website and is married to Janelle Beland, who works for Governor Jerry Brown.

In reviewing the shallow content of this supposed exclusive, we have to question why Brian Hews keyboarded the outing of a Democratic Staffer, who is listed as being the current and former Chief of Staff to Central California-based Officeholders, which would be of nominal interest to his normal readership?

That answer may be predicated in what is now a Propaganda Smear Fishwrap, compare to a former Weekly Newspaper of Record, that was once lauded by for its Investigated Journalism in 2013.

In noting the work history of Hager, Publisher/Editor/Writer/now Propagandist Brian Hews, omitted the FACT that Hager was ALSO the Chief of Staff to former Assemblyman Anthony Portantino, who is the Democratic Candidate for the vacant 25th State Senate District .............., a political office, much-coveted by Termed-out Assemblyman Mike Gatto (a noted antagonist of Portantino).

Thus, its very conceivable that Hews was again, engaging in yet another Act of Journalistic Malpractice, in which the now, "Brian Hews/Los Chacon News", is known for (and paid for in ads or proclamations) in Southeast Los Angeles County.

** There is also speculation that the Hager Hit Piece, also had a link to his former work for past political opponents of current Central Basin Water District Director (and former Assemblyman) Phillip Hawkins .........., who is allied with Art Chacon.

In a Mayor Sam Exclusive, we have obtained an Email that shows Empower LA Staff Member Thomas Soong, allowing the recent August Meeting of the LA-32 Neighborhood Council to go forward ..........., despite a violation of the department's Agenda Posting Policies ......., without sharing the information to all LA-32 Stateholders.

** Blogger's Note: The Mayor Sam Blog has exclusively obtain an Email that shows Empower LA Staff Member Thomas Soong allowing the August Meeting of the LA-32 Neighborhood Council to move forward, DESPITE a violation of department's Agenda Posting Policies. In his response to the LA-32 NC's Executive Committee, Soong places the BLAME for the violation on the NC's Website Operator Arron DeVandry, who he also cited as being responsible for not posting on time, the June 28th Meeting of the NC's Public Safety Committee, then Chaired by Board Member Anthony Mansano. We should note FOR THE RECORD, that Board Member Manzano was removed as the Public Safety Committee Chairperson by NC President Jen Markewych, in a subjective, punitive response to the Agenda Posting Violation, during the July Meeting of the General Board. The fact that this email EXONERATES Board Member Manzano for any fault regarding the Agenda Posting Violation, has not been addressed by President Markewych, who has been targeted for criticism regarding her subjective condemnation of Board Member Manzano's "alleged behavior" ............, while in reality, its the conduct of President Markewych and Empower LA Staff that merits further investigation, for multiple acts of subjective misconduct----Scott Johnson.  
Dear LA32 Executive Committee,It was brought to our attention that the August board meeting agenda was not posted on your website with the Brown Act 72 hours requirement. Just to be clear, not posting on the website is not a violation of the Brown Act but is a violation of the Neighborhood Council Agenda Posting Policy. The agenda was posted properly at the physical posting location and therefore, Brown Act compliant. Per the Agenda Posting Policy, Neighborhood Councils are also asked to send the agendas to us at NC Support to be put on the Early Notification System. This was done within the Brown Act time frame. The issue at hand is that the agenda did not get posted on the website in time. This same situation also happened with your June 28th Public Safety meeting in which the chair did send the agenda to the webmaster and it was not posted on time. Because there is proof that the webmaster did receive the request to post before 72 hours, you can go forward with the meeting tomorrow night. But we do ask that you make every effort for all future board, special, and committee meetings to be posted per the Brown Act requirements or else future meetings not posted on your website in the needed time frame will be deemed a violation of the Neighborhood Council Agenda Posting Policy. In order for this not to happen again, the board may want to re-visit who gets to post agendas on the website. Also, your webmaster Aaron DeVandry is no longer a City Vendor and should not be used for website services. Our Department can work with you to identify another City approved website vendor. Let me know if you have any questions. In the letter crafted by North University Park Resident Yosef Azri'el, the author notes that USC's Department of Public Safety is in possible violation of a Memorandum of Understanding between itself and LAPD regarding the regulation of Student House Parties. ** Blogger's Notes: Its Official!! LA-32 Neighborhood Council Board Member Keith Survillas has achieved a dubious distinction, with the LAPD FILING of a Battery Complaint against him for his verbal and physical actions, targeting retired, Law Enforcement Officer Carolyn Aguirre, as previously reported here on Mayor Sam. 
Survillas, who is a Human Resources Director ........... and close friend of new LA-32 NC President Jen Markewch, has in his short time on the NC Board, has CLEARLY become the supposed-community body's BAD BOY in targeting fellow Board Members and Stakeholders, who's opinions run counter to the dictates of its Hillary Clinton-supporting presiding officer.
With the formality of the FILING of the BATTERY COMPLAINT now having been initiated, LA-32 NC Stakeholders should request that President Markewych remove Survillas from his Director Position on the NC's Public Safety Committee.

LA Board of Public Works Commissioner Monica Rodriguez Files Papers for 2017 CD 7 Campaign

 City of Los Angeles Board of Public Works Commission Vice-President Monica Rodriguez ends speculation .........., by making reality, her intentions to join the CROWDED field of candidates, seeking to replace current CD 7 City Councilman Felipe Fuentes in 2017.

** Blogger's Note: After months of speculation, matched by numerous public appearances representing her paid position on the Board of Public Works, Commission Vice-President Monica Rodriguez has pulled campaign papers, created website, established Twitter Account ........, and begun fundraising for another run to become the CD 7 City Councilperson. Rodriguez who was defeated by now former "CD 2/7 City Councilman Richard AlarCON" in 2007, will have to resign her Board of Public Works position and quickly start raising campaign money, as exampled by now fellow candidate (and CD 2 City Councilman Paul Krekorian Staffer) Karo Torossian, who has raised over $100,000 according to the Ethics Commission. Sources tell Mayor Sam that many within the CROWDED field of candidates seeking to replace out-going councilman Felipe Fuentes, will be marketing themselves at this weekend's 54th Annual Watermelon Festival in Lake View Terrace ........., which may prompt a Mayor Sam Field Trip----Scott Johnson.

A Momentary Bloggin Episode in Deconstructing Factually-challenged Comments via Mayor Garcetti and the LA Times

With no apologies to the likes of Mayor Eric Garcetti and "The Old Gray Collectivist Hag on Spring Street (aka LA Times)", your bias, subjective attempts to misrepresent yesterday's Republican Presidential Candidate Donald Trump's "Second Amendment Comment (and other verbal utterances)", cannot whitewash the 2008 Wife of Impeached President Bill Clinton's  "Robert F. Kennedy Assassination Comment" ......., and Joe Biden's "Shotguns and Beretta Joke" directed at, now President Barack Obama.

** Blogger's Note: We interrupt a Mayor Eric Garcetti-led delegation to the 2016 South of the Equator Olympics (and the LA Times reporting of), to bring our cyber-audience a "Bloggin Teachable Moment" on the pratfalls of engaging in factually-challenged, partisan presidential politics in the Age of the Internet. 
Of course, after yesterday's substance-devoid, outrage over the Second Amendment Rights comments via the New York Billionaire, the Rhodes Scholar, turned multi-ethnic politico with national office aspirations, would be remiss if he did not join in the Main Stream Media-led (with the LA Time's aiding and abetting), context-lacking Pinata Party, targeting the Republican Nominee. 
But as we document below, Mayor Garcetti and the LA Political Machine's "Fishwrap PR Contractor of Record", cannot gloss over the TRUTH of a "certain 2008 Democratic Candidate (and current 2016 Democrat Presidential Nominee), who cited the 1968 Los Angeles Ambassador Hotel Assassination of Senator Robert F. Kennedy, in rebutting calls to drop out before the California Primary, against now President Barack Obama. 
But more telling in outing the Double Standard of those who found insinuations of violence and malice, lurking between the syllables of Candidate Trump's remarks, is the video below of now Vice-President Joe Biden's "Shotguns and Beretta Joke" directed at his then, running mate Barack Obama.

Noting the Passing of Education Advocate Scott Folsom

The Crusade for True Education Reform within the Los Angeles Unified School District (LAUSD) has lost a Great Advocate with the Passing of Northeast LA and PTA Activist Scott Folsom, who lost a two-year battle with Cancer at the Age of 69.

** Blogger's Note: Please pardon us momentarily as we step away from our normal impersonal bloggin mannerism ........, to extend heartfelt prayers and condolences to the Family of longtime Education Advocate Scott Folsom, who lost a two-year battle with cancer at 69
The Mt. Washington resident began his educational crusade as a PTA member at his neighborhood-namesake (and daughter Alana's) elementary school, laying the foundation for a decades-commitment to improving parent involvement (via his California PTSA leadership), supporting teachers (as noted in the LA Times) and ceaselessly advocating for program to improve the student environment within LAUSD (via his long tenure on the district's Bond Oversight Committee). 
As the accolades and tributes for Folsom continue on Social Media, we would be bloggin remiss if we did not note the under-appreciated comedic qualities of Folsom, that regular readers of his great "4LAKIDs Blog" became accustomed to. 
During the 2013 LAUSD Elections, both Folsom and this blogger readily found the comedic value of then re-elected Board Member Monica "La Gorda" Garcia's "Dream Big Billboard (LOL!! the motivation for her "Gorda Boo Boo Moniker"), while also taking note of the adverse, ethical ramifications of her "FREE", pre-election exposure.
