A CD-1 Election Pause (?) Update

We are on "CD 1 Election Pause (?) Watch" as representatives of Incumbent Councilman Gil "Broken Deal Cedillo", challenger Joe Bray-Ali and other observers converge on the Los Angeles County Registrar-Recorder Office in Norwalk, to WITNESS the count of unprocessed Absentee, Provisional and WRITE-IN Ballots, that may result in a campaign-continuing, May Runoff.   
Will discerning CD-1 Observers uncover potential Voter Fraud meriting a Formal Investigation? 
** Blogger's Notes: We are on blogging, CD 1 Election Pause (?) Watch as the count of unprocessed Absentee, Provisional and WRITE-IN Ballots commenced this morning at the Los Angeles County Registrar-Recorder Election Division Office in Norwalk. Currently, the Incumbent CD-1 City Councilman Gil "Broken Deal Cedillo" has an 123 Votes buffer preventing a May Runoff. That stated, the Campaign of challenger Joe Bray-Ali released the following Statement regarding the unprocessed ballots.

The final votes have not been counted in the race in #LACD1. The Clerk’s office still has provisional, vote by mail, and write-in ballots to count. When the final votes are counted by Friday it will be revealed a majority of the district have voiced their discontentment with our current representation. As we await the final tally of votes, I'll continue to reach out to voters, knock on doors, and engage the community.

Normally in close elections, late-arriving Absentee and Provisional Ballots are the focus the affected Campaigns that said, this election is unique because of the POTENTIAL impact of Approved, Write-In Candidate Luca Barton.

Barton in a phone conversation, is confident that he garnered 100-plus Votes and was going to be in attendance at this morning's process of ballots in Norwalk.

Meanwhile, the embattled Incumbent was NONE, too-graceful in his Election Night Comments as noted below.

“The people (less than 5,000 voters) of this district and this city stood up for themselves, they manifested their own future, they made a statement to the city they weren’t going to buy some flippant, trendy, hippy, hipster … agenda,” Cedillo said, in an obvious dig at Bray-Ali. “But they were going to be traditional, they were going to acknowledge their realities, they were going to respect their circumstances and they were going to vote for themselves.”
